(Newser) - The military increasingly has abandoned its once-size-fits-all haircut as the face of the American soldier has diversified, but new rules on hair sparked a furor amid concerns that they unfairly restricted black women. Now Chuck Hagel has ordered a review "to ensure standards are fair and respectful of our diverse force," the New York Times reports. The new rules largely barred women from wearing their hair in twists, large cornrows, and dreadlocks, the Military Times notes. But the review is more overarching than just the new Army regulations, the New York Times notes: It will look at existing rules across all military services after years of complaints of racial bias.

The review comes after a request by the women in the Congressional Black Caucus. "I want to assure you that, while none of the Army's revised grooming and appearance policies were designed or intended to discriminate or disparage against any service members, I take your concerns very seriously," Hagel replied. Over the next 30 days, services will review hairstyle definitions and remove offensive language, the Military Times reports; the full review will last three months, with Hagel making "appropriate adjustments" based on the findings.

Hagel Seeks Review of Military Policies on Hairstyles



WASHINGTON - Defense Secretary Chuck Hagel on Tuesday ordered the American military to review its policies concerning hairstyles popular with black women, telling critics of new Army regulations banning large cornrows, twists and dreadlocks that he takes "very seriously" concerns that military rules on hair have unfairly targeted black women.

Responding to a complaint lodged by the 16 women of the Congressional Black Caucus, Mr. Hagel said he had given the secretaries and military leaders of the Army, Air Force, Navy and Marines three months to review comprehensive military regulations as they pertain to black women "to ensure standards are fair and respectful of our diverse force."

Mr. Hagel's order raises the possibility that the Pentagon will go beyond the initial request of the black caucus that he overturn the Army's new hair rules. Instead of looking only at the new Army regulations, a Pentagon spokesman said, Mr. Hagel is "opening the aperture" on all of the services, which black servicewomen have said for decades have forced them to conform to norms based on the hair of white women.

Black women have said that a lack of understanding about the roots of black hair is part of the reason for the Army regulations, which went into effect at the end of March. While black hair comes in all textures, much of it is very curly, making it difficult, unless chemically straightened, to pull into a bun or to let hang loose in a neat, uniform way.

"Members of the CBC appreciate Secretary Hagel for his prompt response to our letter and for seriously considering our concerns," Representative Marcia L. Fudge, Democrat of Ohio and chairwoman of the Congressional Black Caucus, said in a statement. She said Mr. Hagel's response "affirms his commitment to ensuring all individuals are welcomed and can continue to be proud of serving in our armed forces."

Mr. Hagel also ordered the military to review the definitions of authorized and prohibited hairstyles and scrub those definitions of "offensive language," responding to complaints from servicewomen and the women of the black caucus that the Army's new regulations include the words "unkempt" and "matted" in reference to braids, cornrows and dreadlocks.

Army officials initially said that the new regulations simply clarified existing ones by specifically describing hairstyles that were prohibited because of a need for uniformity among troops and because of safety concerns. The Army also said those new regulations had been cleared by a focus group that included black women in the Army, but it declined to give their names or make them available for comment.

The issue generated intense news media interest after several black servicewomen complained about the new regulations, and said they were already going into contortions to meet existing military rules concerning their hair. In particular, some critics were incensed because the new Army regulations prohibited hairstyles that used the soldiers' natural hair, while largely allowing wigs and hair weaves. For instance, "natural hair is authorized," an Army statement explaining the regulations said, but only "so long as it meets the standards" of the new regulations. That statement, critics said, implies that there is something wrong with black women's natural hair.

"I'm pleased that the secretary responded in such a forthright manner," said Representative Barbara Lee, Democrat of California, who first brought the issue before the black caucus. But she added, "We have to be vigilant until we have a final conclusion."

WASHINGTON - Following an outcry by members of the Congressional Black Caucus, Secretary of Defense Chuck Hagel is considering changing hairstyle regulations that affect female African-American servicemembers.

On Tuesday, Hagel sent a letter to lawmakers announcing that, within 30 days, each of the services will review the definitions of authorized and prohibited hairstyles contained in each of their respective policies and revise any language that might be considered offensive.

Caucus members had complained that a recently updated Army regulation governing troops' hairstyles was racist and unfairly targeted African-American women.

"The use of words like 'unkempt' and 'matted' when referring to traditional hairstyles worn by women of color are offensive and biased. The assumption that individuals wearing these hairstyles cannot maintain them in a way that meets the professionalism of Army standards indicates a lack of cultural sensitivity conducive to creating a tolerant environment for minorities," all 16 female members of the Congressional Black Caucus wrote in a letter to Hagel dated April 10.

At that time, Army spokeswoman Lt. Col. Alayne Conway said the development of the revised policy was done carefully over three years and was based on broad input.

"African American female Soldiers were involved in the process of developing the new female hair standards," she said in an emailed statement. "Not only were nearly 200 senior female leaders and soldiers (which included a representative sample of the Army's populations) part of the decision-making process on the female hair standards, but the group was also led by an African American female."

Hagel has also ordered the services to conduct a three-month review of their hairstyle policies as they pertain to African-American women. The purpose of the review is "to ensure standards are fair and respectful of our diverse force, while also meeting our military services' requirements," Hagel said in the letter, which was obtained by Stars and Stripes.

The review could lead to a broadening of the types of hairstyles that female servicemembers are allowed to wear.

"After a thorough review of the Service recommendations, I will make whatever appropriate adjustments to DOD policy are necessary," Hagel wrote.

Pentagon to review hairstyle regulations after discrimination concerns







The Pentagon will review new Army hairstyle regulations after lawmakers criticized them as discriminatory toward women of color.

Pentagon spokesman Rear Adm. John Kirby said Tuesday that Defense Secretary Chuck Hagel has directed his deputy secretary to work with service chiefs to address the concerns about the new standards. They include bans on most twists, dreadlocks and large cornrows, all styles used predominantly by black women with natural hairstyles.

"During the next three months, each service will review their hairstyle policies as they pertain to African-American women to ensure standards are fair and respectful of our diverse force, while also meeting our military service's requirements," Kirby said

Sixteen female members of the Congressional Black Caucus sent a letter to the Pentagon earlier this month claiming the changes unfairly restrict the hairstyles of women of color.

"Though we understand the intent of the updated regulation is to ensure uniformity in our military, it is seen as discriminatory rules targeting soldiers who are women of color with little regard to what is needed to maintain their natural hair," the letter stated, according to the Military Times.

WASHINGTON -- Defense Secretary Chuck Hagel announced Tuesday that the Pentagon would be reviewing each service's policies on women's hairstyles, after African-American female soldiers criticized new Army regulations as racially biased.

The Army recently released Regulation 670-1, which contained rules on tattoos, hairstyles, grooming and uniforms for soldiers.

One of the new rules, which applies only to women's hair, is a ban on twists, dreadlocks and multiple braids or cornrows that are bigger than a quarter of an inch. Army spokesman Paul Prince told the Army Times that twists and dreadlocks have been barred since 2005, but these regulations go into more detail about specific hairstyles. Within the next 30 days, each Service will review the definitions of authorized and prohibited hairstyles contained in each of their respective policies and revise any offensive language. During the next three months, each Service will review their hairstyle policies as they pertain to African American women to ensure standards are fair and respectful of our diverse force, while also meeting our military services' requirements.

The Army quickly received criticism from African-American service members. Earlier this month, the women of the Congressional Black Caucus wrote Hagel a letter and urged him to reconsider the policy.

On Tuesday, Hagel responded that he has asked the Pentagon to look into the matter. From his letter to the members:

Hagel added that after reviewing the recommendations from each service, he will look at adjusting the Defense Department's policy.

"I want to thank Secretary Hagel for his thoughtful response to the concerns of Members of the Congressional Black Caucus and to many women of color currently serving in our Armed Forces," CBC Chair Rep. Marcia Fudge (D-Ohio) said in a statement. "Secretary Hagel has committed to careful review of each Service's language and grooming policies to ensure both are clear of offensive language and are respectful of the diversity within our Armed Forces. Secretary Hagel also assured us that the Army's intent with AR 670-1 was not to offend or discriminate against women of color."

Sgt. Jasmine Jacobs of the Georgia National Guard started a petition on the White House website calling on the Army to "allow professional ethnic hairstyles." In an interview with the Army Times, Jacobs said twists are a popular style for black female soldiers because they are " easy to take care of in the field."

"I've been in the military six years, I've had my hair natural four years, and it's never been out of regulation. It's never interfered with my head gear," added Jacobs, who wears her hair in two twists.

Jacobs told the Washington Post Tuesday that she was thrilled by Hagel's response.

"It's inspiring to know that the secretary of defense is getting behind something and it goes to show that the regulations are absurd when it comes to African American women," she said.

Army Bans Common Black Hairstyles, Including Corn Rows and Twists





In a controversial new regulation characterized as discriminatory, the Army has banned common black hairstyles popular with African-American women, including large cornrows, dreadlocks and twists. The 16 women of the Congressional Black Caucus have asked Defense Secretary Chuck Hagel to overturn the new directive on behalf of the 26,700 black women who are active duty in the Army. Another new Army rule bans tattoos on neck, face, lower arms, hands, and fingers of recruits.

The new hair regulations, whose goal is to make clear the professional look of soldiers, requires that hair be of "uniform dimension, small in diameter (approximately one-four inch), show no more than one-eighth (inch) of the scalp between the braids." Also banned are dreadlocks, including "unkempt" or "matted" braids and cornrows. It is the words "unkempt" and "matted" that indicate racial bias to some African-Americans, as it indicates a lack of understanding of the characteristics of natural, black hair.

Imani Perry, a Princeton University African-American studies professor, states that although it is reasonable for the military to expect some amount of neatness and conformity in hairstyles, those expectations should consider the wide range of natural hair textures that people have. Common black hairstyles such as cornrow braids and dreadlocks are the easiest grooming options for many black women with tightly curly or kinky hair. He goes on to say that female black soldiers are put in a difficult position by the new hair requirements, which are both racially biased and unfair.

Critics say the new regulations are among grooming standards intended to help reduce the size of the army from 570,000 to 420,000. Loren B. Thompson, a Lexington Institute military expert says that during wartime there is a tendency to allow more variation in personal style simply because there are more important things to worry about.

The rules on tattoos are also criticized, especially since they have become popular among soldiers who are deployed to Afghanistan and Iraq, but it is the Army's ban on common black hairstyles such as cornrows and twists that have raised charges of racism. More than 17,000 people have signed an online petition to the White House, asking that the hair regulations be overturned.

In addition to a lack of understanding of the characteristics of black hair, critics say that the regulation uses the hair of white women as its baseline, which rules out common black hairstyles. The texture of black hair, much of which is very curly, makes it difficult to meet the regulations unless it is chemically straightened, a particular problem when the women are deployed since the hair products necessary to maintain straightened hair are expensive and difficult to get, especially in Afghanistan.

Sgt. Jasmine Jacobs, the woman who started the petition to the White House, says she was deployed to Iraq in 2008 and 2009 with a woman who had to keep redoing her cornrows to keep them neat enough to meet the current Army regulations. She says the woman's hairline had receded an inch by the time they returned to the states.

The Army insists that the new regulations were cleared by a focus group that included black women. An Army spokeswoman, Lt. Col. Alayne P. Conway, says that the new female hair standards were developed with the involvement of African-American female soldiers. The Army's senior female soldiers involved in the decision-making process banning cornrows, twists, and other common black hairstyles were considered a representative sample of Army populations.

Congresswomen upbraid Army for unfair hairstyle regulations: Mitchell

With time running out on a petition seeking a revision on Army regulations that ban certain ethnic hairstyles, the petition's creator, Sgt. Jasmine Jacobs of the Georgia Army National Guard, has gotten some influential support from members of Congress.

As of Friday, 17,440 people had signed the petition at the "We The People" White House website, but that's far short of 100,000 signatures needed by midnight Sunday for Jacobs to get an official response from President Barack Obama's administration.

Last week, 16 women of the Congressional Black Caucus sent a letter to Secretary of Defense Charles Hagel, encouraging him to "reconsider" the updated regulation that bans braids, dreadlocks, and twists.

"[T]he use of words like 'unkempt' and 'matted' when referring to traditional hairstyles worn by women of color are offensive and biased," the letter said in part.

"The assumption that individuals wearing these hairstyles cannot maintain them in a way that meets the professionalism of Army standards indicates a lack of cultural sensitivity conducive to creating a tolerant environment for minorities," the congresswomen said.

Freshman congresswoman Robin Kelly (D-Ill.) joined long-time powerhouses Reps. Maxine Waters (D-Ca.) and Sheila Jackson Lee (D-TX), in signing the letter.

"I respect that the military wants uniformity, but to go so far as to stipulate the exact width of a braid is taking it too far. My hope is that the Army will reevaluate this regulation with more sensitivity to the traditional hairstyles worn by women of color," Kelly said in an email response about the letter.

So far, there's been no public response from Hagel.

"It would be inappropriate for me to comment on the secretary's correspondence; he responds directly to correspondence received," Joy Crabaugh, a Pentagon spokesman, said in an email.

Jacobs has not heard from Army officials even though Time, USA Today, NPR, MSNBC, and News One have interviewed her on the hair controversy.

Still, she is optimistic that something will be done to overturn a regulation that she says strips African-American female soldiers of options to wear their hair in a "healthy" manner, while keeping it in its "natural" state.

"My hope, of course, is that the regulations will be revised and [the Army] will consider women of color and figure out a way for them to stay in the military and wear their natural hair in a professional manner," Jacobs told me in a telephone interview on Thursday.

"I honestly think we are going to get something close to that. When Congress starts asking the secretary of defense to look at these regulations, that will result in action."

Jacobs said other congressmen, including her own, Rep. Hank Johnson (D-Ga.), have indicated they would send a letter to the secretary of defense, as well.

Meanwhile, although Jacobs is getting support from some members of Congress, she also is hearing from critics who accuse her of asking for special treatment.

"It's always interesting to hear that," she told me. "When I joined the military, I wore my hair in twists and six years later these rules change. White females can wear their hair as it naturally is. We want to be able to wear our hair professionally as it naturally is, the way other females are able to wear their natural hair."

Although straight hair, weaves and wigs remain popular, more black women choose to wear natural hairstyles to either avoid damaging healthy hair, or because they are trying to restore hair damaged by chemical relaxers.

The Army's 670-1 grooming regulation is an embarrassing misstep when it comes to African-American women. Officials might as well admit it and move on.

London salon mocks Kim Jong Un's 'bad hair', N.Korea not amused





North Korea failed to see the joke when a London hair salon used a picture of its leader Kim Jong Un to try to attract more customers.

M&M Hair Academy, a hair salon in west London, put up a giant poster of the North Korean leader in its window after its owners read unconfirmed media reports that men in the reclusive Asian state had been ordered to have the same hairdo.





The promotional poster read: "Bad Hair Day? 15% off all gent cuts through the month of April."

With its shaved sides and bowl-like shape, Kim Jong Un's distinctive haircut has been a light-hearted talking point for North Korea watchers.

But officials at the country's embassy, which is just a short walk away from the salon, visited to complain and wrote to the Foreign Office asking it to take "necessary action" to stop "the provocation," a British diplomatic source said, adding that the Foreign Office was considering its response.

The embassy, located in a semi-detached house near the hair salon, filed a complaint to the police too.

A spokeswoman for London's Metropolitan police said on Wednesday that the complaint had been investigated and that no action would be taken. "We spoke to all parties involved and there were no offences," she said.

Officials at the embassy could not immediately be contacted for comment. Amusing but sinister

David Burrowes, a lawmaker from Prime Minister David Cameron's Conservative party who specialises in North Korean issues, said the incident was amusing but sinister.

"On the one hand their response is laughable," he told London's Evening Standard newspaper. "But underlying it is a more sinister undertone which is played out in North Korea with people being locked up, killed and denied freedoms."

Last month, Radio Free Asia reported that Kim had issued a mandatory directive requiring university students in North Korea to sport his hairstyle or else. Although the news item was eventually revealed to be false, hair in North Korea is a matter of ideological concern.

North Korean Officials Target Hair Salon Over Kim Jong

Apparently not all publicity is good publicity in the eyes of North Korea - especially when it comes to state-mandated haircuts.

A London hair salon was targeted last week by alleged North Korean embassy officials over an unflattering advertisement that features the country's leader Kim Jong-un and his infamous 'do, according to multiple reports.

The ad promoted a 15% discount on haircuts at the M&M Hair Academy throughout April, and aimed to be a clever way to bolster sales. It included a smiling photo of Kim, with the words "Bad hair day?" emblazoned across his chest. The ad went up on April 9, the BBC reported.



Unfortunately for the salon, however, the North Korean embassy is only a mile away.

Two men showed up, and began taking pictures and writing notes the day after the ad went up, the The Guardian reported. They then entered the salon, and asked who was responsible for the ad, reportedly claiming that it was disrespectful and had to come down.

"I told them this is England and not North Korea and told them to get their lawyers," Mo Nabbach, M&M's manager, told the London Evening Standard. "The two guys were wearing suits and they were very serious. It was very threatening."

Nabbach said he took the ad down, but was encouraged by clients to put it back up in the window. He eventually contacted local police after asking the men to leave. They did not specifically say where they worked, but a Metropolitan Police Service spokesperson told The Guardian that officers had been in contact with the North Korean embassy.

On Monday, the North Korean embassy sent a letter to the UK's Foreign Office, complaining about the ad, according to the Evening Standard. The letter demanded that the Foreign Office take "necessary action to stop the provocation."

Kim's government allegedly mandated last month that all male university students are now required to sport the block-like hairdo, although the Associated Press reported that visitors to North Korea have not noticed a change in hairstyle choice.

The how-to:

1. Apply Tresemme 24 Hour Body Foaming Mousse liberally to all sections of the hair, then rough dry.

2. Brush out the hair with a Mason Pearson brush to work the product in and apply clip-in hair extensions from the nape of the neck to just above the ear, as needed.

3. Tease hair in small sections and lightly spray with Tresemme 24 Hour Body Finishing Spray.

4. With your fingers, gather hair at the nape of the neck and secure with an elastic.

5. Take a small strand of hair from underneath the ponytail and wrap around the base to cover the elastic and pin into place.

6. Loosen the ponytail just behind the ears at the nape to create a round shape. Gently pull a few wisps of hair from the ponytail to frame the face and fluff the hair lightly with fingers.

The how-to:

1. Apply a quarter size dab of Ciment Thermique to clean, dry hair. Then layer on a generous amount of Mousse Bouffante and Spray-a-Porter, working in sections for even distribution.

2. Beginning at the crown, lift and twist two-inch sections and blow dry upward to create volume and texture. Work around the head and clip each section up to cool and set.

3. Use a small round brush to refine hair around the temple area and/or baby hairs around the hairline. Spray a generous amount of Powder Bluff to tame these strands.

4. Divide hair into four segments: left/right sides, crown (top) and back (nape of neck). For the back section, create an "S" shape underhand braid to cover the section, braiding two inches away from the scalp to create looseness. Pin the lengths of the braid into the design for hold.

5. Drop sides and crown/top portions to find the natural parting. Beginning on the less dense side, create a knot with the section just behind the temple. Pin the knot loosely into place before creating another knot along the section. Continue to pin knots, placing them above the braid. Do the same for the heavier side of part, making sure to look for balance and softness.

Kim's hairstyle is no laughing matter

London - North Korea has written an official letter of complaint to Britain over a London hair salon's advert implying that Kim Jong-un has a bad hairstyle, the Foreign Office confirmed on Thursday.

The Stalinist state has failed to see the funny side of a discount haircuts advert featuring Kim at the M&M Hair Academy in Ealing, west London.

The poster featured a large picture of Kim with his distinctive short-back-and-sides hairdo and the slogan: "Bad hair day? 15 percent off all gent cuts through the month of April."

British police intervened after North Korean embassy officials paid a visit to the salon and told hairdresser Mo Nabbach to take down the "disrespectful" poster from the window.

Besides turning up in person, the North Korean embassy in London has also written to the Foreign Office demanding action.

The embassy is a suburban detached house in Ealing, a kilometre away from the salon.

London is considering its formal response.

A Foreign Office spokesman told AFP: "We have received a letter from the Democratic People's Republic of Korea embassy and will respond in due course."

North Korean officials complain about UK salon owner's poster mocking Kim ...







A hairdresser in west London was confronted by two men claiming to be officials from the North Korean embassy earlier this month after putting up a promotional poster making light of dictator Kim Jong-un's distinctive coiffure.

The trouble started when Mo Nabbach put up an image of Kim sporting a military salute, a grin on his face, and his trademark short-back-and-sides, long-in-the-middle look. The poster's lettering said, "Bad hair day? 15% off all gent cuts through the month of April. Tuesday-Thursday."

One day, Nabbach told the London Evening Standard, two men came by the shop window and began making photographs and taking notes. The men then entered the house and told Nabbach to take the poster down, claiming it was "disrespectful," to their leader.

Nabbach initially refused to take the poster down, but later did so, telling Sky News his decision was due to "overwhelming" interest from passerby and the fact that it blocked out the light.

Police told Sky News they too had received a complaint about the poster from the embassy, which is based in an anonymous-looking semi-detached house in the Ealing neighborhood, about a 10-minute walk from the shop.

A police spokeswoman said officers had spoken to "all parties involved" and said "no offence [sic] has been disclosed." The shop is not under investigation.

North Korean officials 'threaten' London hairdresser who used shop window ...



Though severe, it was presumed that this influence was limited only to his own people. Now, however, it has emerged that officials from North Korea have attempted to intervene on the streets of London after a hairdresser used a picture of Kim to promote a discount offer for those suffering from a bad hair day.

Mo Nabbach, who runs M&M Hair Academy in South Ealing, said police were forced to intervene after two men from the North Korean Embassy appeared at his shop and started taking pictures of the window and making note, the Evening Standard reported.

He said he thought the picture of the leader would help improve business, given the coverage Kim's distinctive style has received since he came to power.

But he claims he found himself the victim of a covert monitoring operation carried out by officials from the embassy, which is located less then two miles away in an inter-war semi in Gunnersbury.

Beneath the image a large sign, since taken down, read: "Bad hair day? 15 per cent off all gent cuts through the month of April."

Mr Nabbach, who is also a fashion photographer, said after the men took photos they came back and asked to speak to the manager before ordering him to take the poster down because it was "disrespectful" to their leader.

"I told them this is England and not North Korea and told them to get their lawyers," he added.



"We did take it down but then some of our clients told me to put it back up because we have a democracy here.

"The two guys were wearing suits and they were very serious. It was very threatening."

Both Mr Nabbach and the embassy contacted the police over the row.

A Met Police spokeswoman said: "We have spoken to all parties involved and no offence has been disclosed."

Male university students in North Korea are reportedly now required to get the same haircut as their leader, who took charge after his father's death in December 2011.

The state-sanctioned guideline was introduced in the capital Pyongyang last month, according to reports by Radio Free Asia, and is now allegedly being rolled out across the country.



One source told the station: "Our leader's haircut is very particular, if you will. It doesn't always go with everyone since everyone has different face and head shapes."

But there have been claims that the leader's hair style is unpopular in his home country because it is a look traditionally assoicated with Chinese smugglers.

It is understood haircuts have been state-approved in North Korea for some time - until now people were reportedly only allowed to choose from 18 styles for women and 10 for men.

North Korea's state TV also previously launched a campaign against long hair, called: "Let us trim our hair in accordance with the Socialist lifestyle".

Late leader Kim Jong-il, who ruled the notoriously secret country for 17 years, sported a bouffant hairstyle, allegedly in order to look taller.

A North Korean embassy spokesman refused to confirm whether officials had visited the shop or whether it had been monitored.

He added: "We are not in a position to comment."
